I'm not sure. The error about 'swapoff' not existing occured to me once,
but when I tried to reproduce I couldn't.
I verified on another console while still keeping the failed
installation process running, and swapoff was there (as well as swapon
and the other tools you mention).
Now regarding your email I'm confused what your results were. Are you
missing swapon/swapoff/vmstat/top on the installed system once the
installation was complete, or are you missing them while running the
installation process?
